Black Leopards - 89

Spotted Hyenas - 81

The Spotted Hyena is about right, I never could get them higher than the 80s.

 

The Black Leopard can be 100% suitability though.

One of the things that helps is to completely fill the foliage square making sure that each square has at least one of the animals preferred foliage.

IIRC Black Leopards like the Foxtail Palm, so if they want 10 squares of foliage, put 1 or 2 Foxtail Palms in each square and add another foliage they like, maybe ferns or rainforest bush.

Or if your not that concerned about aesthetics, you could put 4 Foxtail Palms in each square. Filling the foliage squares pumps up their suitability.

 

Another thing that helps suitability is using medium or small grey rocks instead of large rocks or terrain rocks, and for marine animals the small sea floor rocks give better suitability than the large ones too.
