One is a multi language one with some of the languages in the wrong parts and the other is probably a file that needs updating. langJBSPZT-ultimate.dll is the multilanguage one from a site that no longer exists and messages were rewritten for totally different files as well, creating id conflicts. The buildings and the dll are going to be redone so as to avoid the id conflicts. The ZA ones will be available when the buildings are.
