I use the MM freeform unlock found over at ZTUF. It puts a mermaid in the adoption panel so that you can adopt a male & a female. They both look like females but they will have babies.

Are the babies any different from the adults? Or do they look the same?

From both personal experience and the .AI file, mermaids are available in both genders and will breed but all mermaids look exactly the same.
