From Jay: ZT is notorious for having bad staff AI. When something needs to be done, it often picks a farther away zookeeper/scientist/marine specialist rather than a closer one. And once it picks a staff member to do something, it does not change its mind, even if another staff member is picked up and plopped right next to what needs to be done. To minimize problems, I do 3 things when I create zoos. I have all zookeepers, scientists, and marine specialists assigned to exhibits. I do not have any unassigned zookeepers, scientists, or marine specialists. I also put the exhibit gates and tank ladders halfway along the longest side. That minimizes distances from the gate/ladder to the furthest corners, allowing staff to get to what is needed as soon as possible. Since I don't use research hacks, I also turn on the staff training/animal care research categories before anything else. I usually turn on the one that improves animal fertility first, and then the other when the first is done. Then I turn on the other research categories when those are done.
