Not sure about making the other birds tank placeable as the egrets are more of wading birds and the others (peregrine, swift, tropicbird) only fly above water. I also only really made the osprey swim on water because it lives on swampy areas, otherwise i would've made it only fly above water, so this one's gonna stay only placeable on water.
