No, it doesn't. Go read the description. "Guests are conservationists and love it when we recycle". I'm thinking of getting that and getting rid of the RRR Pack, 1. Because right now, they're just scenery items and the guests can't use them, and 2. if I get the center I think it'll be the same as the RRR Pack. Genki said it'd be awhile, but I think she's planning on makng the RRR Pack working items.
