Can't make zoo after editting map.

I was doing a test on a new save file but every time I try to even build an exhibit, but buildings, or even just place foliage it doesn't let me inside the zoo walls. Only the outside/edges of the map.

I've removed the hacks and mapmaker files and changed them the unused, and the lang override file, even reinstalled the game, but still nothing.

Does anyone know how to fix this?

Are you using the ZA map editor?  If so, make sure it's still in your game.  You will need to replace the zoo gate facing the correct way then save the game and exit.  Once you enter the game again, if the zoo gate is facing correctly, you should be able to build inside the walls.  If not, delete the zoo gate then replace it facing the other way.  Save then exit.  Come back in and hopefully you'll be good.
