Both the dragon and your Celebi have the same id number because you would have used the dragon as a base file. This is a big no-no since you cannot have both files ingame. LCID errors crash the game of some people.  The conflicts are still there, as are the errors and warnings. It looks like they removed some of the old language sections from the ".uca" files, although they missed at least 1. In the process, however, some of these then became LCID errors.
